The latest proposal for funding regional mass transit in Illinois includes a host of new taxes to cover
the RTA’s $226 million shortfall. New tax levies and state assistance are projected to generate an
additional $452 million towards the RTA’s proposed $2 billion annual budget. Within this tentative
budget are plans to channel $332 million towards mainline operations for the CTA, Metra and Pace,
$100 million towards paratransit services provided by Pace, and $30 million towards an RTA innovation
and enhancement fund that supports both short-term capital and operating needs.
Among the proposed sources of RTA funding are:
- $280 million - Sales tax raised by 0.25% in 6 northeastern Illinois counties
- $100 million - Real estate transfer tax raised by 0.3%
- $80.5 million - State 5% match on all revenues
- $50 million - State paratransit assistance (continuation of traditional funding)
